Chair, Military and Veterans Affairs

Primary areas of interest are the California Department of Veterans Affairs (CalVet) and its programs, including the Farm and Home Loan Program, the VHHP, the CVSO Subvention Program and the Veterans Homes; and the California Military Department and its units, operations and programs, including the National Guard, the State Guard, CMD youth programs and the Cyber Network Defense team.

Emergency Management

Primary jurisdictions are the Emergency Services Act including emergency declarations, homeland security and victim services programs administered by Cal OES, earthquake mitigation, seismic safety, State Fire Marshal, fire prevention and suppression programs, mutual aid systems, Statewide and local government emergency or disaster response, emergency medical services, and emergency communications and evacuations.

Public Employment and Retirement

Primary jurisdiction is oversight of public employment such as state, local (excluding laws administered by local employment relations boards or commissions), and classified school employees, employer-employee relations laws administered by the Public Employment Relations Board, and the administration of public officer and public employee retirement, benefits and investment strategy.

Utilities and Energy

Committee Jurisdiction: Primary jurisdictions are California Energy Commission; California Independent System Operator; California Public Utilities Commission (CPUC); CPUC oversight and reform; Electric generation: biogas, biomass, coal, geothermal, hydroelectric, natural gas, nuclear, renewables, solar, and wind; Electric grid; Energy efficiency, energy conservation, and demand response; Energy service providers; Natural Gas; Power plant siting; Railroads; Supplier diversity related to CPUC regulated energy, water, and railroad; Utility rates: electric, gas, water, and vessels; Water utilities. Water, Parks, and Wildlife

Primary jurisdictions are water resources, flood management, fish and game, parks and recreation, and wildlife.

Joint Legislative Committee on Emergency Management

ACR 38 (2011) states that the Joint Legislative Committee on Emergency Management shall be in continuous existence until abolished. Primary jurisdiction includes disaster preparedness, emergency management, and homeland security issues.
