Chiquita Canyon State of Emergency

Beginning in 2022, a subsurface reaction in the Chiquita Canyon landfill grew until late 2023 where the reaction and waste liquid production overwhelmed existing gas collection and control systems. Since then, county, state, and federal offices have engaged to ensure the landfill operators respond rapidly and undertake the steps necessary to address the crisis and minimize the impact of gasses and leachate to the surrounding communities and ecosystems.

On February 22nd, my office sent the below letter to the State Water Resources Control Board, Department of Toxic Substances Control, and the South Coast Air Quality Management District. Following this letter, my office coordinated a meeting with legislative leaders, the aforementioned entities as well as with the California Environmental Protection agency and U.S. EPA to detail the current efforts, long-term goals, and pathway to reaching these goals.

Following the meeting, I toured the Chiquita Canyon Landfill, met with the operators, and discussed the various control strategies and groundwater leachate removal efforts underway.

Seeing the continued impact of landfill to the surrounding community, and in hearing from local representatives, on March 12, I sent the below letter urging the Governor to declare a state of emergency for the areas surrounding and impacted by the Chiquita canyon landfill. Not only to free up additional resources, but also to allow for financial relief specifically to the surrounding communities.
